Social Tenant Access to Information Requirements (STAIRs)
The Social Tenant Access to Information Requirements (STAIRs) are a new statutory requirement introduced by the government. It gives people living in social housing the right to access information about how their homes and services are managed, with the aim of creating better understanding and more transparency across the sector.

STAIRs will be introduced in 2-phases
- From 1 October 2026 – Hammersmith United Charities must proactively publish certain information through a “Publication Scheme”. As a small housing provider most information is provided directly to residents through newsletters or Residents Forum meetings. For clarity and accessibility we have summarised the information available below using the official STAIRs publication classes
- From 1 April 2027 – residents will have a legal right to request relevant information, and the Charity must respond within statutory timescales.

Governance and decision making
- Hammersmith United Charities has two almshouses, John Betts House and Sycamore House, providing sheltered housing for local older people. You can find out more information about the organisation on the website by following this link
- The staff team are all based onsite if you wish to meet them you can ask your Scheme Manager to introduce you. You can find their names on the website by following this link
- Hammersmith United Charities is a registered charity and almshouse. The Board Of Trustees set the strategy and oversee policy and performance and more detailed scrutiny takes place at the Committee level. The Board of Trustees and their Committee membership is here
- Trustees have approved the following policies to support the safe running of the Charity
- Weekly resident newsletters and minutes from the Residents Forum, providing information on activities or decisions which impact residents, are delivered to the home of each resident by the Scheme Managers.

Finance and spending
- Audited financial statements containing information about income and expenditure and how the Charity's funds are managed can be found here
- A breakdown of the service charge is shared at the Residents Forum each year and a copy included in the notes distributed to each resident. A copy can also be found here
- Residents can request a copy of their WMC and Personal Charges statement by emailing finance@hamunitedcharities.com
Housing stock management
- The Charity aims for 100% of stock to meet Decent Homes Standards. All flats are inspected annually and a programme of required works completed in the subsequent year, the results of the flat inspections are shared at the Resident's Forum and included in the minutes of the meeting which are delivered to each flat. - Each year the Charity draws up a programme of planned maintenance work to keep the buildings and communal areas in good order and meet Health and Safety requirements. This plan is discussed at each of the Residents Forum meetings and the plan and notes of the discussion are documented in the minutes which are delivered to each resident. - The Charity carries out regular safety checks, inspections and risk assessments to help keep our homes and buildings safe. The schedule of health and safety checks as at August 2026 can be found here. This is a working document which is regularly updated as work is carried out or circumstances change. If you wish to see a copy of the most recent document or any other health and safety information please speak to your Scheme Manager.
- The Charity made no transfers in 2025/26 and has no plans to make transfers in 2026/27.
- The Resident Satisfaction Measure report is shared and discussed at the Resident's Forum and a copy included in the minutes which are delivered to each resident. A summary of the results of the 2026 survey can be found here
- There were no sales in 2025/26 and 13 "lettings" in 2025/26
Performance
- The Charity has not been subject to any regulatory inspections or Housing Ombudsman decisions in the current or previous two financial years
- The audited financial statements showing the Charity's financial performance are available here

- The Charity’s annual complaints reports can be found here
- The Charity had no personal data breaches in 2025/26 and none in the previous two years. The Charity had one information request in 2024/25 and one in 2021/22
- The Charity has not evicted any residents in the current or previous two financial years.
- In 2025/26 the Charity made no compensation payments in relation to complaints.
- Awaab’s law compliance – there were no reports of dangerous levels of damp and mould in 2025/26. The 2026 Flat inspections identified one example of minor mould in bathroom mastic which has subsequently been addressed.
- There were no decants in 2025/26 and in the previous two financial years

Lists and registers
We maintain a number of registers and records relating to the management and safety of our almshouses. These include:
- registers of interests and gifts and hospitality;
- information about our housing stock and property assets; and
- health and safety compliance records and registers.
As a small provider, a lot of information contained in these registers cannot be published because it includes personal, confidential or security-sensitive information. If you wish to inspect a specific list or register please contact your Scheme Manager.
